How to activate easter event on ARK ?

Go to your management panel
Select your server and click on FTP then WebFTP.
Create (or edit if it already exists) on directory ark/ShooterGame/Saved/Config/LinuxServer/ a file named CmdLine.ini.
Add the following line and save :

ActiveEvent=Easter

And now the event is fully activated, enjoy !
